Thirty years of U.S. Naval operational experience in demanding military executive leadership and senior management positions that required exacting integrity, a broad range of human relations communication skills, rigorous analytical and problem solving capabilities, and to be able to effectively engage and lead a variety of talented subject matter experts in the successful completion of complicated projects. My experience includes leading operational planning teams, conducting highly sophisticated training, conducting high level operational analysis and planning, and the subsequent testing and employment of highly technical operational engineering systems developed for US Military use.

Military service completed at the rank of Captain, USN; Four Years of direct support to the Defense Threat Reduction Agency which included conducting detailed analytical studies regarding all facets of WMD/CBRNE subject matter, to include final study editing, publication and the formulation and presentation of USG high level briefings which directly impacted U.S. National Defense and Homeland Security. Almost four years as BAE Systems Director of Operational programs, the work included media relations, strategic communications, supervision of all facets of Human Resources and IT related programs, the creation of a variety of high level financial, management and operational briefings for the highest executive levels of company leadership and its customers alike. It also required Business development and RFP process management. • Created and Institutionalized an Apprentice and Work Force Development Program for Two Chesapeake Based Ship Repair Companies.

Operations, Program and Logistic Management
• Supervised and directed the contracting effort for the Army’s > $100M HTS Project which required management of >170 BAE Systems employees and nine associated BAE System subcontractors.
• Planned and supervised numerous RFP Requirements for Joint, Army, Navy Programs as BAE Systems Director of HTS/CIED and G2 Programs.
• Supervised the movement of Navy Personnel Command from Washington DC to Millington, TN to include the logistics of transitioning over 2000 personnel and their associated functions within budget and on schedule.
• Supervised daily shipboard operations including navigation, combat operations, engineering, administration, and personnel support of several Navy combatant ships in increasing billets of responsibility from Command Duty Officer (Shift Manager) to Commanding Officer (CEO).
• Supervised the operation and maintenance of multiple nuclear propulsion plants associated with four US Navy submarines.
• Supervised the planning and execution of complicated multi-platform at-sea training exercises involving aircraft, surface combatants, and submarines in a highly complex and dangerous operational wartime environment -- including multi-combat craft and unit operations with Marines and Army Special Forces. All of these Joint exercises significantly not only improved the tactical readiness of the participants and were successfully completed without incident, but prepared the a Naval battle Group for successful war operations on multiple occasions.

Submarine Nuclear and Non-Nuclear Systems Engineering
• Planned, managed and directed three submarine shipyard maintenance periods involving highly complex nuclear reactor control systems while adhering to stringent engineering safety requirements. Submarine repair activities included extensive experience managing all aspects of submarine maintenance during scheduled repair periods. Significant Submarine SONAR and Engineering Systems Expertise.

Training Expert
• As Chief of Staff USJFCOM JWFC/J7, highly involved with managing the Joint Training System.
• As Operations Officer for the Constellation Battle Group, trained the battle group warfare commanders in conducting Joint Operations with Marine, Army and Air Force Forces.
• As a teacher-instructor at the Joint Forces Staff College, conducted high-level operational art and Joint Military logistic training for all the Combatant Commander Staffs and taught seminars for mid-grade and senior military officers from every service for phase two joint training programs.
• A Certified NCCER Master Trainer and Assessments Coordinator teaching instructors and students in trade related training and administration

Organizational Behavior Diagnosis
• As Chief of Staff Navy Personnel Command, successfully organized the restructuring of the Bureau of Naval Personnel into Navy Personnel Command.
• As Chief of Staff, USJFCOM JWFC/J7 successfully restructured the directorate to maximize budgetary and human resource efficiencies.

Financial and Budgetary Management
• Responsible for the financial management decisions in the management of the BAE Systems HTS Project
• Implemented and directed the Navy Personnel Command Budget of approximately $400M.
• Highly involved in the implementation and execution of the USJFCOM JWFC/J7 budget to include the oversight of a large government contracting force.

Intelligence Analyst and Study Research / Production Expertise with WMD emphasis
• Conducted the JCOA study regarding Hurricane Katrina DOD Lessons learned. This involved planning, research and production of a highly visible JCOA study effort.
• Conducted the JCOA study regarding National Response to Biological Contagion. This involved planning, research and production of a JCOA study effort with related WMD lessons learned.
• Participated as an analyst on a major JCOA effort for MNF-I (General Petraeus) regarding Counter-insurgency, Targeting, Intelligence, Surveillance and Reconnaissance

Happy Birthday! ALL WEEK!
Whenever I think of my High School days, being on the Tiger's Football Team and remembering all the things and people in my life that I couldn't possibly fully appreciate at the time, I always remember that day in the locker room after practice when you told me - "One Day Zacharias - I might like you if you could just learn how to block much less catch a pass once in a while". It was powerful motivation for me to work to become better- besides you sic'd David Howard on me too. I have lots of stories i remember from those days. My great friend David Howard passed April 9th 2016. I miss him. He was inspirational to all. I go to see him every time I get back to Irving - our home town. The picture of me in the tab is taken at his grave. But - I will see him again - and you can bet on that as THE TRUTH as much as when David Howard hit you - it HURT!
